Japan Told to Put Article 9 in File 13

“If Japan wants a permanent seat on the UN Security Council, it first must revise its pacifist Constitution, says U.S. Secretary of State Colin Powell. The Japanese news agency Kyodo quoted Powell as saying that Japan would have to re-examine Article 9 of its constitution, which renounces the right to go to war and forbids a military.”
