Putin Calls for Artificial Intelligence Cooperation With China

Russian President Vladimir Putin called on his government and his nation’s largest bank, Sberbank, to increase cooperation with China in artificial intelligence, Kremlin’s website published on January 1.

The news comes three weeks after Russia announced it would work with brics partners (Brazil, Russia, India, China, South Africa, Iran, Egypt, Ethiopia and the United Arab Emirates) to boost AI development.

Evading Western sanctions: The West has heavily sanctioned Russia since its invasion of Ukraine. Major United States microchip companies have halted exports to Russia, which has impacted Russia’s AI ambitions.

However, reports show Russia has turned to China to acquire U.S.-made semiconductors for weapons components and the development of AI technologies.

AI combat: In its nearly three-year war against Ukraine, Russia has used AI in multiple ways, including anti-drone devices, military training, cyberattacks and operations with unmanned systems.

China is also developing AI within its combat sector, including fully autonomous AI-powered “killer robots” set to serve its military within two years.
